Jacqueline Woodard, President/Chief Executive Officer

Jacqueline Woodard is the President and Chief Executive Officer of PbSi, maintaining direct responsibility for overall corporate oversight, executive management and new business development. Her corporate vision is to continue advancing PbSi as a premier program management organization, delivering comprehensive and innovative acquisition, logistics and information management quality solutions to our clients. Emphasizing ethical business practices, challenging PbSi employees to reach their maximum potential, and supporting the communities in which we live and work continues to be key priorities of Ms. Woodard. Ms. Woodard has served in numerous senior management positions throughout her career, including over 25 years as a business development executive. She continues to utilize proven techniques of leadership, team building and employee empowerment to maintain a positive culture within PbSi of excellence, teamwork and personal motivation.

Before PbSi was founded, Ms. Woodard was director of marketing and business development for three successful government contractors, each grossing millions of dollars annually. During that period, her responsibilities included managing, facilitating and implementing all business development activities for the firms, Ms. Woodard serves in ancillary functions, such as: staff trainer and development; strategic partnerships and public relations manager; and  corporate monitor on major contracts and project manager tasked with integrating institutions of higher education into programs delivering management and technical assistance to emerging government contractors.

Ms. Woodard also spent eight years of her career supporting the Office of the Chief Counsel for Advocacy of the U.S. Small Business Administration, coordinating policy development and dissemination, procedural development and performance measurements for numerous small business programs and activities related to state and local initiatives. She holds a Master of Arts Degree and a Bachelor of Arts Degree from North Carolina Central University, and has received extensive post-graduate training in a variety of subject areas relating to leadership, management, marketing and business development. Ms. Woodard just recently completed the “DC Emerging Leaders Program” sponsored by the US Small Business Administration for business owners positioned to take their companies to the next level.

Edward McDonald, Information Technology and NIST Risk Management SME

Edward McDonald is PbSi’s Chief Technology Officer. He is responsible for ensuring that the company’s architecture, hardware and application infrastructure are current and operational at all times, in addition to developing and overseeing the implementation, operations and maintenance of innovative secure technology solutions, whether software, hardware, and/or telecommunications. He stays current on developments in the IT industry to help PbSi operate more efficiently and cost effectively, while developing and offering leading-edge integrated technology solutions to PbSi’s Federal, state, local, and commercial client base. Edward is also PbSi’s subject matter expert for “reach-back” support when needed by our client-site personnel who are providing IT contract support. Mr. McDonald provided corporate leadership, technical advice and direction on PbSi’s US Coast Guard Real Property Management AutoCAD, GIS, and GPS system integration contract that contributed to the USCG receiving its first “unqualified” Independent Audit Opinion which was a major contributing factor in the USCG moving from traditional Fund Accounting to GAAP Accounting. Achieving an “Unqualified” Independent Audit Opinion on its FY 2013 Financial Statements allowed the USCG to be certified as “Audit Ready” in terms of the US Congressional mandate that the USCG, as well as DoD, become audit ready by the end of FY 2017.

Mr. McDonald has over 34 years of Information Technology experience, with a primary focus on Enterprise Information Security Strategies, Information Management (IM), Data Quality, Business Intelligence/Data Warehousing, Governance, Performance Management, ERP Systems Integration, and Enterprise Financial Management Systems Development and Integration. Mr. McDonald specializes in designing and managing the Life-cycle development phases of innovative secure Management and Financial Information Systems containing electronic workflow status dashboards and in-depth information reporting capabilities along with Electronic Data Interchange (EDI) capabilities. He has assisted clients across multiple industries including Information Technology, Healthcare, and Public Sectors (Federal, state, and local Governments). Mr. McDonald holds an Associate’s Degree in General Business from Cameron University, Lawton, OK, a Bachelors’ Degree in Accounting from Northeast Louisiana University (NLU), Monroe, LA and a Master of Science in System Management (MSSM) from the University of Southern California (USC), Los Angeles, CA. Additionally, Mr. McDonald is Six Sigma Certified and has practiced the JURAN Principle of Quality Control/Management – “The Trivial Many – The Vital Few” throughout his career.
